Hamish Stout

Deputy UK Commissioner for People (Transformation)

Hamish is the Deputy UK Commissioner for People (Transformation). He has had a number of Scouting roles, most recently as the Regional Commissioner for South West England and, prior to that, the County Commissioner for Berkshire. For the past 3 years, Hamish has also been the volunteer Theme Lead for the Volunteer Framework Theme within the People Programme.

Locally, Hamish is District Chair for the District in which he lives, having previously been a Group Chair and prior to that was a Group Chair.

Professionally, Hamish is a self-employed Management Consultant with a primary focus supporting strategy and change by scientific/medical research teams at major Universities inside and outside of the UK.

Matt Cobble

Deputy UK Commissioner for People (Operational)

Matt is one of the Deputy UK Commissioners for People and focuses on operations. Matt has previously been the Head of Volunteer Training as part of the People team where he led on the work developing and supporting training for volunteers nationally. He has also led the transformational work around volunteer learning. Before taking on roles nationally he was a District Commissioner in Coventry and spent two years as the Assistant Programme Director at Kandersteg International Scout Centre.

Locally, Matt supports assessment of the Duke of Edinburgh’s Award expeditions and delivering training as part of County and Regional Training teams.

In his professional life, Matt is the Head of Volunteering for the Motor Neurone Disease Association and before that spent 8 years in volunteer management roles for the Riding for the Disabled Association.

Alison Fell

Volunteer Welcome Theme Lead

Alison joined Scouting as a Venture Scout before going off to university and wanting to continue her Scouting by becoming a Cub Scout Leader. Whilst most of her time has been spent in Cubs, she also opened a Beaver Scout Colony and been involved in Explorer Scouts .

She’s currently Deputy County Commissioner (People) supporting volunteers achieving their learning goals, building an inclusion & diversity team as well as Safeguarding, Safety and Nights Away

Outside of Scouts, she is a Programme Manager for a bank managing large scale change programmes

She is passionate about making sure all our volunteers, whether they’ve previously been involved in Scouting or are new, are made to feel welcome when they volunteer and feel that it was a great experience, easy and welcoming.
